What you need to know as a manufacturer or importer?

The principle of Extended Producer Responsibility makes it the responsibility of producers to recycle the waste from the packaging they place on the market in order to meet the targets set by legislation.

Who does it apply to?

The Extended Producer Responsibility Principle applies to manufacturers, producers, distributors and importers placing products or packaging on the market for the first time:

Manufacturers

Companies established in Portugal that manufacture or have designed or manufactured products under their own name or brand and sell them in Portugal.

Traders

Companies established in Portugal that resell, lease or otherwise make available the product on the market in Portugal under its own name or brand.

Distributors

Companies that sell, rent or otherwise make products available on the market, by means of distance communication techniques, directly to private users or non-private users in Portugal and is established in another Member State of the European Union or in a third country.

Importers

Companies that import products from a third country or from another Member State of the European Union.

What kind of packaging is covered?

Glass
Glass

Glass bottles, jars and containers, excluding crockery and ceramics, mirrors, flat glass and lamps.

Plastic
Plastic

Plastic containers for liquids and plastic bags.

Paper and cardboard
Paper and cardboard

Cardboard boxes, magazines and newspapers, writing and printing paper. Does not include plastic bags, tracing paper, nappies, dirty paper or stickers.

ECAL
ECAL

Cardboard packages for liquid foods. They are used, for example, to store juice and milk.

Steel
Steel

Some pressurised soft drink cans and toiletries.

Aluminium
Aluminium

Canned packaging and some soft drink cans.

Wood
Wood

Wooden boxes and pallets.

Other materials
Other materials

Such as the polystyrene used in some food packaging.

What are the obligations?

These companies must ensure compliance with the following requirements

Join an integrated waste management system

Hire our environmental management services for packaging streams and transfer your responsibilities to Electrão.

Register with the Portuguese Environment Agency (APA)

From the Portuguese Environment Agency you can access SILiAmb (Integrated Environmental Licensing System), a platform created to make the contact between citizens and APA services more efficient and faster.

Report the quantities of products placed on the market

Annually, you have to declare these quantities to the APA, through SILiAmb., and periodically you have to fill in the declaration maps for packaging on the Electrão Members' Portal.
